The "West Papua Project" was established at the University of Sydney's "Centre for Peace and Conflict Studies" in October 2000. FOKER, a provincial network of NGOs established in 1992, evolved from a group of NGO activists and academicians concerned with the averse effects on the local population of Papua, then known as Irian Jaya, of the government's "Go East" policy which envisaged huge investments in the plantation sector, mining, logging and tourism. FOKER would function as: a platform for exchange and discussion between NGOs; a basis for joint advocacy on issues that affect the population; and an instrument to create and strengthen local organisations through training and other activities.
